When Rob and I were in the Netherlands, we were informed that we LEGALLY had to have a bell (and a light) vs. a heavy fine. Yep. We purchased a bell, one that you can hear.

The objective of saying, "On your left" is to allow someone to know you are passing. I've found a simple, "Hi. How are you this morning, " also works but, of course, closer to the person being passed.
